
Scottsburg adopts pole-attachment agreement; City keeps authority to prevent overloading

The Scottsburg Board of Public Works and Safety approved a standard pole-attachment agreement that sets clear rules, spacing, and rates for third-party equipment on city-owned utility poles. Officials emphasized that the agreement is highly detailed—it defines what portion of a pole counts as “usable space” and preserves the City’s power to approve, condition, or deny placements that would overload a pole or compromise safety.
The agreement also includes a rate exhibit calculated with state worksheets, so applicants know charges upfront. If the City denies a request, the applicant may seek review at the Indiana Utility Regulatory Commission (IURC), but the City manages the front-end process under its rules and safety standards. The measure passed on motion and second without opposition.
